Trustees take action on fireworks

BRILLIANT – Looking to the future, the Wells Township trustees recently took action on the fireworks show planned on July 3.

Malcolm Fellows, who is representative to the firefighters’ dependents fund board, told trustees that Pyrotechnico had proposed the July fireworks show at a cost of $6,090, the same price as last year.

Trustees approved that price. In case of rain, the show will be held on July 5.

In other matters, Police Chief John Ingram, a motion was approved to promote Doug Viola to full-time police officer.

Trustee Joe Ellis reported some funding is available to residents through the Jefferson County Regional Planning Commission for home reconditioning if income guidelines are met. Applications are available, it was noted.

In a related matter, a resident asked about the status of a police officer who wrecked his personal car while off duty. Ingram said the officer has been suspended without pay until further notice.

Elizabeth Cook of the recreation department reported an Easter party will be held March 24 at the Community Center.

Two executive sessions were held with a 25-minute session focusing on personnel, while contracts were the topic of another session. No actions were taken.

A resident reported that a Fifth Street property that he had complained about had been cleaned up, and he thanked the property owners for taking care of the problem.

During the trustees’ reorganizational meeting, Ellis was elected as chairman, while Larry Owens was named as vice chairman.

After action was taken to appoint Owens to the Jefferson County Health Board, Trustee John Cook made a motion to approve the meeting schedule for 2013. Regular meetings are scheduled the second and fourth Tuesdays of the month at 7 p.m. The second meetings of March and August will be held at Rush Run, while the second meetings of May and October are to be at Plum Run.

Another motion given approval concerned the Ohio Township Association dues and paying the expenses of elected officials attending the association’s conventions.

The road foreman was authorized to temporarily hire any personnel he deems necessary in an emergency and to report to the trustees and fiscal officer as soon as possible. Trustees will hire and dismiss all nonemergency full- and part-time employees.

Fellows was appointed to the firefighters’ dependents fund board, and Fiscal Officer Joseph Matthews was named as purchasing agent for the township.

Ellis was selected as representative to the Jefferson County Regional Planning Commission, with Cook appointed as alternate.

Action was taken to have liability insurance cover the pool parking lot, baseball field, haunted house and all township facilities.

In other financial matters, trustees OK’d paying $125 in dues to the regional planning commission and for the trustees’ salary to be taken from the general fund only during 2013. It also was decided to attach the current pay scale to the minutes for audit purposes.

Also, a motion was approved to reimburse employees’ and officials’ insurance deductibles for employees, officials and dependents.

Road and bridge overtime except for emergency situations must be approved by trustees.

As requested by the fiscal officer, trustees during a special meeting OK’d a motion to transfer $10,000 in appropriations from health insurance to salt supplies and $4,400 from that account for road and bridge payroll and $600 from that account for the Public Employees Retirement System.
